I'm trying to download the user guide (pdf) for the HP 8100 printer. Going to the HP site, it downloads a .exe file not a pdf. Fine. When I try to run as admin I get the above msg. that the admin is blocking the app. Nothing found on Google works or seems to apply, including searches on this forum. I'm the admin (my daily account has admin privs-I know, not advisable) and I'm the only user of this machine and have blocked nothing. I use Microsoft Defender and have turned everything off. Also use Mbam but it's not running. Running Win10 fully updated with the latest.

I was able to sneak in by a side door by logging in as the built-in Windows super admin and placing the pdf on a common hard drive seen by all accounts, so mission accomplished. But I'd still like to know why I as sys admin of my own account can't run an .exe file when I say "run as admin", even with the AV app turned off. This is not the first time I've seen this. Security overkill.

And, BTW, a side note on Defender and AV apps in general. I've used Defender exclusively since I installed Win10 in 2015 and have never had a virus infection! I got tired of the intrusive and massive footprint of the $$$ AV apps (and now a subscription service) which often take extreme measures to fully uninstall due to their tentacles reaching into every nook and cranny of the system. From Win95 on, I've tried nearly all of them. Yes, I know some have free versions with a lite footprint, but still Defender is well integrated, seamless and I don't even know it's there and doing its thing in the background. Occasionally I get a notice it found something.

Is it on by default in Windows 10 Pro 64? If not, no. I have no idea what it is. Best I can tell from Google it only applies to servers in corporations with an IT dept that wants to control what people run. I'm just a guy at home with my PC. The only person who touches the computer.

Wow, none of that worked. Method #1 does not compute since the window I get with "Properties" has no unblock option to check under the General tab. Going to the Securities tab I have full control over everything. This is Win10 Pro/64.

The kicker is that NOW even the hidden Windows Sys Admin account won't run it. A couple days ago it did, but before I made the tweaks to the Group Policy settings per Method #7. I'm going to reset them to factory defaults.

Anyway, done going any farther down this rabbit hole.

Well, finally done with two guys who could not figure out how to install a clutch. Here is how to fix the problem.
1 Right click the start button>run type in "gpedit.msc" without quotes and hit enter
2 Navigate to Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options
3 In the right pane find User Account Control: Run all administrators in Admin Approval Mode
4 Double click and choose disabled. Close gpedit and you should get a warning that you need to restart. Do so. You can now install whatever program you want

After you install or whatever, up to you if you want to change it back. Leaving it like this will cause the login screen to flicker once however that is the only thing I have found that changed.

Well...thanks for the effort but Windows still does not let me run the .exe. Is also among the many methods in the previous post that did not work. As I said earlier I found the HP 8100 manual by other means making this a purely academic pursuit, yet still a worthy one as I like to understand what's going on even if the issue is now moot. I'm moving on, other irons in the fire. Maybe something funky with that particular .exe and perhaps I really do not want to open it. I do see this from time to time so let's see if the gpedit thing solved those. I'm leaving it in "Disabled" mode for now. Also not noticing a flicker on reboot.

I don't know what you downloaded but I can download HP's User Guides as a PDF... though for some reason Chrome is reporting all of their links are not secured so I have to manually do Save Link as and then tell it to download/keep the file.

There are many 8100 printers (Photosmart, OfficeJet, etc) so which one do you need and I can get it for you.

As to the EXE thing... maybe you have something else going on.

Thanks, but already got the manual via Windows hidden sys admin acct. After 2-3 days of screwing around with printer have concluded it's an e-waste recycling candidate, and after a new $25 HP cartridge too. Thinks cyan is empty, and even with a new HP cartridge. Seems a common complaint after a lot of googling. No amount of resets and power cycling will clear the fault. Here's my favorite: unplug power cord from the wall. Next, unplug the cord from the printer. That's to make sure there are no pent up electrons in the power cord hell-bent on re-energizing the printer.

The HP8100 always was cranky, going offline constantly if not used often. While my Officejet 6958 all-in-one has worked flawlessly for years.

And, on the group policy tweak, I always got the prompt to reboot, and did of course did reboot. No change. I'd call it a bad .exe download (corrupt file) but on one occasion, and only one, the Windows hidden admin acct. did let me open the .exe and extract the pdf. But only once. Baffling.

Not that it matters anymore, this is more for reference/education for any future member... That exe is for the drivers. This is the direct link to the user guide. :)

Yeah, ok, thanks. I was wanting to update the drivers too. Got the pdf in a different download I guess. Tired of messing with the printer anyway, even before the ink issue it kept losing the wifi connection so had to constantly be reconnected.
