I have an old gateway computer on xp platform that when it boots and trys to run the sofware then goes right into a power saving mode, then loops back around and will continue to do so. It gives me the option of starting nomaly or safe mode, either one continues the loop. Is this a hard drive failure or power supply?

Sounds like Windows is corrupted.
If you have an actual XP disc, you can boot from the CD and try a Repair Install.
