Operating system in a hp 2000

Installing a new hard drive in my .hp 2000. What is the latest operating system I can use

According to that serial number, you have THIS HP 2000-2b43dx Notebook PC(D1E88UA).

According to its driver downloads section, it was designed for and has driver support for Windows 7 64-bit and Windows 8.1 64-bit.

According to the description of its primary devices(graphics, audio, ethernet, wireless, etc.), it should support the use of Windows 10 64-bit.
That operating system should also provide the needed drivers for its primary devices.

According to its specifications section, it came with these specs:
AMD E-300 APU 1.30 GHz dual core processor
4 GB DDR3 RAM
320 GB SATA 5400 RPM hard disk drive
AMD Radeon HD 6310 integrated graphics

Because of its very weak and limited hardware, it's my guess it'll run Windows 10 64-bit like a turtle.

You can install Windows 10 on that machine. It will accept the Win 8 license key.
You are missing the TPM chip, you can still install Windows 11 with some tinkering during installation. See this: https://www.tomshardware.com/how-to/bypass-windows-11-tpm-requirement

Go download the MS Media Creation Tool for Win10/Win11. Run it to Generate a USB setup memory stick (needs 8GB of storage). Then boot the USB key and follow along and choose Custom Install.

I would've suggested adding another 4 GB of RAM and switching to a solid state drive(SSD).
But the AMD processor(which is not upgradeable) is very weak and the main bottleneck.
So the cost of the hardware upgrades and the long time involved to do everything isn't feasible.
A laptop with newer and faster hardware is what's needed.

Frank, I agree but if the OP is limping along with a 10+ year old laptop and bought a new hd and loaded Win 10 on it, I don't think he/she plans to buy a new laptop. (Personally, I wouldn't install Win 10 on hardware that old, nor would I waste money on a new hard drive. I'd buy a new computer.)
