This can be a result of bandwidth contention with other customers using the same pipe/circuit as you. For many cable implementations there have been known slow downs in the evening when people are home from work and everyone is hitting the Internet.

What I would do is perform a ping test to say 4.2.2.2. If you're not sure how to do this, open a command prompt window. Then type: ping 4.2.2.2 -t . The -t is a flag to repeat the ping test until you stop it with a control c keystroke. Note the latency in ms from this test. Then repeat this test during the time of night you're having latency problems. If the latency goes up, you have your answer and it's your ISP/neighbors using bandwidth.

A little late to the party as my notifications for Networking was working, but as zy10guy mentioned, if it is happening more or less at the same time every night, then the issue is most likely going to be a bandwidth issue due to a lot of users being online and/or heavy downloads/video streaming. I would suggest if you haven't done so to contact your ISP when it starts to happen and see if they can spot any utilization issues (bandwidth being used up) in your area.

Are you using a cable connection? Fiber? DSL?
