Improve the speed of Inspiron 15 3552

I have a dell Inspiron 15 3552(Windows 8.1), 4gb RAM(single slot), 500 GB HDD with Pentium processor. I need to improve the speed and overall performance of my laptop, what option should I select?
1) Replace 4gb RAM with 8gb. i.e( 8gb RAM +500gb HDD)
2)Keep ram 4gb as it is and replace the dvd drive with 120gb SSD(install the operating system in this) i.e(4gb RAM + 500gb HDD + 120gb SSD)

You have THIS Dell Inspiron 3552 Notebook PC.

It was purchased in September 2017 in India and came with the Ubuntu Linux 14.0.4 operating system.

It came with these hardware specs:
Intel Pentium N3710 1.60 GHz quad core processor (turbo speed is 2.60 GHz)

4 GB DDR3L-1600 RAM (has 1 SODIMM slot and supports 8 GB)
500 GB SATA3 5400 RPM hard disk drive
Intel HD Graphics 405 graphics
Realtek ALC3234 high definition audio
Dell Wireless 1707(Qualcomm 9565) 802.11b/g/n wireless
4-cell 40WHr battery
45W power adapter

You said it's running Windows 8.1.
Its support site says it came with Ubuntu Linux 14.0.4, so Windows 8.1 was obviously installed in it afterwards.
You might consider doing a clean install of Windows 10 in it and getting a fresh start.

It came with a single 4 GB module of DDR3L-1600 RAM.
You might consider replacing it with a 8 GB module.

It came with a 500 GB hard disk drive.
You might consider replacing it with a similar capacity solid state drive.

The combination of doing all of the above will greatly improve speed and snappiness.

Note: The processor is not upgradeable to a faster model.

If you get an SSD for the OS you will probably have to remove the present HDD and put the SSD in it's place, because you probably won't be able to boot from a drive you replace the DVD with, although it should work ok as a data drive only. I tried this myself on an old Dell Inspiron 1545 laptop and using a caddie with HDD to replace the DVD worked but I couldn't boot from the drive in it.

Having said that I think an SSD is the better upgrade for you.
