I just got a notification that this is updated. I clicked and the reviews are 2.8 stars. So I don't hold high hopes for it working properly. And I don't want to break my network after spending almost a week troubleshooting and configuring it. Do I really need it?

If you do not use it - presumably it is turned off
To enable the Cross Device Experience Host, you need to
  1. Go to Settings > Bluetooth & devices > Mobile devices.
  2. Turn on the toggle for Allow this PC to access your mobile devices.
  3. Click on Manage Devices under it.
  4. Choose Add Device.
  5. Your PC will get a Cross Device Experience Host update in the Microsoft Store that is required for this experience to work.
It replaced the previous phone link settings app
