Hi and welcome to Tech Support Guy

I'm going to move it to the Windows forum, as only authorised members can reply here. Which version of Windows are you running, and I'll move it there so someone can reply?

Thanks

If it is only control panel does not open and you can start your pc and reach the desktop.
First run DISM.exe and then System File Checker.
In the search box type > cmd
Right click > Select Run as administrator
In the Command Prompt window
Type [copy and paste]
DISM.exe /Online /Cleanup-image /Restorehealth

Press Enter.
Let it run to completion, it may take some time.
After you see a message that says 'The operation completed successfully'
In the Command Prompt window.
Now type [copy and paste] sfc /scannow
Press Enter.
Again let it run until it has completed the scan.
Restart your pc and let us know if it has helped.

The fastest likely fix; SFC + DISM > then test Control Panel again.
If it still only opens once, You can check for a rogue 3rd-party applet with Autoruns:
Press Win + R, type: control.exe /safe. If it opens fine in safe mode, it’s an extension causing the crash. Use Autoruns (from Microsoft Sysinternals). Go to the Control Panel tab and disable non-Microsoft entries one by one.

Unless other suggestions are made - I would next try and repair Windows 10 by using a bootable Installation USB.

Click on ''Create Windows 10 installation media ''
Create a Bootable USB
Boot from the USB and click on 'Repair your computer.' [not Install Now]
Under Advanced troubleshooting, Click on 'Startup Repair'
