When i shut the system down it goes to a window that says it is now safe to turn your computer, it's an atx board just loaded XP Pro never had this issue so i am kinda lost here.

Go to Power Options in the Control Panel and be sure APM is enabled. Check the other options while there.

Failing that, run the Find New Hardware Wizard to see if it finds NT Legacy Support for power management.

The APM was not enabled and by enabling, it fixed the problem.

It usually does. But with the number of different machines that exist, nobody's perfect, I guess.
