XP search for network locking programs/

After boot, I get to the XP desktop fine, but am unable to run any program for at least a minute or two. The only thing that stops this behaviour is if I turn off my DSL modem before or during boot but before XP loads. After the desktop appears, the programs that would normally load (like ZoneAlarm and Virus Scan) will initiate but not complete, and I can't access any other program or process. After about 1-2 minutes, the hard drive kicks in, the screen blinks and all is good to go. With the modem off, startup and program load/behaviour is normal. Any thoughts?

No viruses, no trojans, all current bios, drivers, service packs, etc... Done all the tweaking, defragging, etc...
This has been the out of the box behaviour.
