XP and ICQ 2001 file transfer

Ever since upgrading to XP (a fresh install, after using 98) and installing ICQ 2001b (a fresh install, after using 2000b), I can no longer accept ICQ file transfers. I click on accept, and then the file transfer dialog box shows up, but it just says "Establishing FileDirect Session to whoever" and then just stalls forever without transferring the file. Anyone know why this would be?
