Wsappx high CPU usage, some Windows apps don't work

The background process svchost.exe (wsappx -p) often uses 40-60% CPU, and some built-in Windows apps like Photo Viewer, Calculator, and Calendar won't open. wsappx is related to Windows apps updates, so I suspect these 2 issues are related. I searched online and found tips such as going to the Start menu, right-clicking on the app, choosing App Settings, and then resetting the app. That didn't work for Calculator or Calendar, and Photo Viewer doesn't even show up in the Start menu.

I also went to C:\Program Files and found the Calculator and Photo Viewer folders, but I couldn't open the apps directly from there either.

I went to C:\Program Files\Windows Photo Viewer\ and the only executable in the folder is ImagingDevices.exe. But it only gives u a utility to add a scanner or camera. At the utility seems to work though! I couldn't find the program that actually opens .jpg's.

I also searched for "Calculator" in the Program Files folder, and the only result was in C:\Program Files\WindowsPowerShell\Modules\Pester\3.4.0\Examples. But there was no .exe file.

First thing I would do is update Windows, we are up to Build 19042.

Do you have apps installed form the Windows Store? It seems that process is associated with updating and checking Windows Store apps. I am only running Windows 10 Home but don't have the listed in my processes, I have nothing installed from the Store though.

I tried to update Windows, but it kept hanging up. It would say that it downloaded 100%, but it wouldn't install. I rebooted, but then it had to download the update again, and again it downloaded but wouldn't install.
