You're in the wrong place.

Click Start - Run, type in MSCONFIG, then click OK - "Startup" tab. Everything listed there with a checkmark next to it is automatically loading during startup and running in the background. Other than

ScanRegistry

SystemTray

StateMgr
(Windows ME only)

Antivirus program entries

Firewall program entries


very few others, if any, need to load and run. This site will assist you in trimming down the startup list of unnecessary running entries.
