Windows XP Pro - Cannot open Explorer windows

My mother's Thinkpad is having some problems. If you try to open My Computer, the Control Panel, Internet Explorer, etc., the desktop and taskbar will disappear for a second, then when it comes back, the cursor will be an hourglass for a second, and then nothing will happen.

I've scanned with McAfee, found a couple of trojans and removed them, and I scanned with Spybot and removed a few things. I've tried reinstalling Internet Explorer, and the installation progresses to 87% and stops. I've run our of ideas at this point, any help would be appreciated.

Try System File Checker. Start-->Run...type in sfc /scannow. May ask for original CD.
Have you tried booting into safe mode and using sys restore? It will put back trojans etc...but may also fix issue. Also, try downloading network install of SP1a and applying it, it may repair a corrupted file.
