Re-installed Windows but it didn't help. Windows Explorer locks up, even if it is not selected, and delete task doesn't usually work--but if it does-- some other program locks up. Nothing works but a re-start and I begin with the same problem. Crazy! Any help?

Assuming your "re-install" of Windows was a clean install, that would probably leave out a virus problem. Next guess would be some bad clusters on your hard drive that might be causing some of the system files to corrupt. Have you run ScanDisk? Another possible reason might be a bad sector on the/a RAM stick.
