win2K: can't create toolbar or view quicklaunch

HI All,

I had to re-install win2k and in the frenzy of installing, updating and tweaking noticed that:

1. right click on taskbars is inoperative
2. cannot create new toolbars
3. quicklaunch panel is gone (not micro-microminized, gone)
--> the shortcuts are still present in
%/Applications/Microsoft/IExplorer
4. view files as thumbnails does not exist.

I've gone back to the tweaking programs and tried to reset everything to default but don't know if I caught everything. Can anyone suggest a fix?

Same thing happens in SAFE mode.

Just noticed that active desktop setting is completely OFF, no way to turn on. I'll bet that's part of the problem.

I'm looking now to see if there are some hints.
