Is there a way to use the task scheduler (or any other utility) to have windows play a certain sound file at a certian time every day? Sort of like an alarm scheduler?

It can be done, but you have to know a bit about scripting.

Basically, you write a script file to perform the particular task, (open an audio program, play a file, wait for user (or not, depending on how you want it to operate), close program.

Then you schedule that script as a task in task scheduler.
