A while back there was a thread that I found which had a tool to remove windows xp hotfix backups. can anyone give me a link to that thread or the app itself?

Have you tried Add/Remove Programs within the Control Panel?

Add/Remove ,removes the hotfix and the backup but if you go here: http://www.dougknox.com/ you can find the backup removal tool you are looking for.
