Win 95 won,t boot

On trying to boot up comp i get the message the following files are missing or corrupt
C:\Windows \Himem.Sys
C:\Windows \Dblbuff.Sys
C:\Windows \Ifshlp.Sys
if i can,t get this running can i format my C drive and reload Windows
