Run it to Generate a Windows setup DVD or USB memory stick. Then download Macrium Reflect Free (a drive image backup program) Then DISCONNECT from the NETWORK, click the WiFi button on your laptop to OFF. Boot with the Windows setup, then choose Setup > Custom. Delete all partitions and let setup continue using the unallocated space.
It is Not Worth While trying to figure out what an attacker did to your system. There are probably 7000 features in Windows 10, and 17000 registry settings which could affect any one of Windows' features. And attackers are not stupid, they will cover their tracks. And if the attacker is still connected to your PC, they will continue to disrupt you as you investigate.

So start fresh, push the WiFi button to OFF, keep it offline, install Windows, do your Windows configuration, and use the drive image program to save the trusted C drive image to an external disk or USB memory stick. ONLY AFTER you do the image do you connect online and download your browser setup programs and other setup programs. Keep the golden drive image and when something fishy occurs again, restore from that golden offline image, and you are guaranteed a clean Windows again.
