if you take a look at Windows "Help & Support" from the start menu......it will walk you through the steps on how to get to safe mode.

I think you can select Safe Mode from msconfig.exe
Start > Run > msconfig
Are talking about from the Boot.ini tab?

left click "start"
Left click "run"
delete contents of long, skinny white box.
type: msconfig
left click "ok"
Left click "boot.ini" tab
left click box to the left of "safeboot"
Left click "ok".
If you are ready to re-boot, left click "restart"
If you want to re-boot later, left click "exit without restarting".
Your computer will boot into safe mode until you reverse the change.

left click "start"
Left click "run"
delete contents of long, skinny white box.
type: msconfig
left click "ok"
Left click "boot.ini" tab
left click box to the left of "safeboot".
this will REMOVE the check from the box.
Left click "ok".
If you are ready to re-boot, left click "restart"
Now, you will boot into normal mode.
