I am an absolute programming newbie. I want to experiment with web page design and ultimately try to "write" my own site. What language/protocol do you suggest I learn to do this? Are there any books or sites that you would suggest?

You might consider an HTML editor as well. There are various html and web page editors available, both commercial and free. Some good ones are:

HTML Kit
DreamWeaver
FrontPage
Nvu
Hot HTML 2001
1st Page Free (*** this is my personal preference)
and the list goes on.
