Web Content viewing problems

I'm posting this for a friend who is having trouble accessing web pages. They seem to be
having 2 general problems. One, they can't view any .jpegs on web sites. And most web
pages come up "white". I know this isn't all that much to go on, but any clues you
might have for me to help them would be appreciated.

Are they timing out? do the pages have an error number?
Go to your brouwser -> Tools -> Options -> Content -> Then have a look at the settings.
Take a Screen Shot.
Press the print scrn button -> go to paint -> press control + v -> upload it on www.imageshack.us -> post back with a link here..
are they using IE or FF?
What's the net connection? this might be a router problem too..
Download Firefox, go to the pages that are having the problem and tell us how it goes..
Firefox default install will open jpeg files.
Did they accidentally import IE settings?
