i got this virus and my computer constantly restarts i cant go into safe mode or boot from cd i bought a new hard drive but my old one isnt broke i just cant get it to boot up no matter what is there anyway to fix this an remove the virus

Okay. Can you download anything at all? Do you have any antivirus/antispyware programs on your computer? How about a solid firewall? What type of Operating System do you have? If you can access the internet, try to do this:
Download Ad-Aware here:
http://www.cleancomputerhelp.com/content/view/16/39/#ad
Run it and clean.

Run a Panda Online Virus Scan here:
http://www.cleancomputerhelp.com/content/view/6/30/#panda
Run it, and delete all of the stuff it finds.

Also download CCleaner:
http://www.cleancomputerhelp.com/content/view/9/29/#cc
Run it and clean out the temp files, etc.

If you can get HJT to work, download it and post a log after you do the above.

this is what i had to do i bought a new hard drive so i could get online i downloaded and burned killdisk totally erased the drive did a fresh install of windows an the drive is fine this is the nastiest virus i ever encountered an this is the only way i could do anything with it all the instructions i found were lies i had mcafee, ewido and spysweeper none could find the virus even ran online panda scan it took over as an adminstrator and cut me off at the pass once the comp froze i had to restart and i could do nothing but get the bios screen i tried every option including trying to boot from windows xp disc it just would restart. I asked several tech support places and they said it had to be replaced. They were all wrong i had to lose everything but saved my hard drive. once your infected the only option is to wipe your drive.
