It appears to be a housecall antivirus definition file, probably not a good idea to remove unless your no longer using the product

How do I determine HouseCall's scan engine and pattern file version?
To identify the scan engine and pattern file version that HouseCall is using to scan your PC:

Open Windows Explorer and locate the vsapi32.dll file in the \winnt or \windows directory.

Right-click vsapi32.dll and select Properties.

Click the Version tab to view the current Scan Engine version.

Locate the pattern file, which is also located in the \winnt or \windows directory.

The pattern file is listed in the format Vptnfile.xxx, where "xxx" is the current pattern file version or number.
