I was given an old desktop with Vista installed on it . The problem is that it's currently in Spanish . I have tried to change back to English with no success. Does anyone ever had this issue ??

The computer with Windows Vista, likely has the Spanish version of Windows Vista installed on it. Also, Windows Vista is no longer being supported by Microsoft for security updates.
Is there any way to turn it to English

You will need to reinstall the OS with the english version of Windows Vista plus the drivers.
If you plan to install the English 64-bit version of Windows Vista SP2, this guide will be very useful to you.

You also need to be aware that Vista hasn't officially been supported for more than 4-1/2 years (April 2017).
Its Internet Explorer 9 browser is too old and won't load most websites, so you'll need to use a third-party browser.
MyPal 29.3.0 is what I recommend.
