Very unusual problem(s)

I have 2 problems, one I think is Win98 related, the second I believe might be hardware related. I have a HP with a 433 celeron, 192 meg of ram. (I know it sucks) I am using Win98 (with a lot of the "upgrades" that almost make it SE).

Problem 1:

If I ever go Start/Shutdown/Restart the computer restarts and during the Win98 screen it reboots again. But then I get the menu to restart in safe mode. However if it is a clean startup after the computer has shut down, it will go right into normal mode. (Also see Problem 2:)

Problem 2:

If I ever shut down my computer completely, I can not start it back up for about 45 minutes. If I try to the power light and the HDD light flash and nothing happens. After I let it sit and try it, it boots up just fine.

Any ideas?

try disabling fast shutdown, if it isn't already:

Click Start, point to Programs, point to Accessories, point to System Tools, and then click System Information.
On the Tools menu, click System Configuration Utility.
On the General tab, click Advanced.
Click to select the Disable Fast Shutdown check box, click OK, and then click OK.
Click Yes when you are prompted to restart your computer.
