Is this file present on your system in this location.
C:\Windows\system32\mshta.exe

If not we may have to replace it manually.

Also from a command prompt trying doing these two commands

sfc /purgecache
sfc /scannow

mshta.exe is there. and i did those 2 commands. i have also noticed that the searching is messed up also. heres a picture (the same happens when i was in services.msc it gets all glitchy & after those to commands nothing changed):
