As Windows does it's auto-updates, it retains a series of folders (in-blue) on the HDD inm ths Windows folder. Is this storage something that can be deleted, after a given time period to show functionality of the update(s)?

Since they in 'blue' which means they are compressed and since their total combined size is normally far less thn 100mb which is a pittance compared to total hd size, I would say leave them alone because you are not really gaining much spacewise.
