hello ive got this infected file in my trend micro quarantine, trend micro is unable to clean the infected file, and it cannot delete it either.

it is a "setup.exe" which i dont believe to be crucial to my system and i just want to delete it but am unable to, when i attempt to just delete it trend micro gives me this error message:

"Unable to delete the file. Your computer may have locked the file, or you may lack sufficient privelages to access the file"

can anybody give me the proper steps to go about getting rid of this file Immediately? or do i need to wait for trend micro to get the proper update so it can remove or clean the file on its own?
