Unable to Install Windows Updates

I may have been misunderstood. I have noi problems with XP SP2. After doing an XP repair installation, I am now unable to run Windows Installer 3.1. The message I am getting is ... The syster can't find the file specified. Of course without having the Installer installed first, I can't install any of the Windows Updates, HotFixes and Patches ... as well as MS program applications.
