Unable to disable safesearch or restricted mode on youtube

My phone (galaxy s8)suddenly started acting up on Monday, my data was working really slow after I used hotspot on my laptop then laptop then I realized if I go on YouTube it won't let me read the comments anymore because it's on restricted mode and when I try to turn it off and on again, it comes back on im having the same problem with Google,bing,yahoo, ect safesearch is on and won't turn off I don't know what it could be and it keeps bothering me, I'm older than 18 so it shouldn't be parental control or block someone please help me i don't know anything about technology and unless this gets fixed it's going to keep bothering me

Your post is hard to understand, it could benefit from some proof reading and better punctuation.

So the Safe Search is affecting the phone or the laptop or both? Is it only in effect when using the phone as hotspot? If you are using a wireless network who's is it?

We cannot verify if you are over 18 or not, and even if you are that doesn't mean the the provider of the internet/network can't enforce content restrictions.
