Unable to delete certain files

I periodically get the following messages when trying to delete certain files - "Cannot delete file; It is being used by another person of program. Close any programs that might using the file anfd try again." - I have no other programs open to the best of my knowledge; how can I delete these files?

be careful what u delete..restart and then try agn

Move on boot will do what you want, just be sure the files you want to delete are really not needed.
