If you mean case type fans, probably no. If you mean the rgb lighting on the motherboard, then yes it can be turned OFF in the bios. Some processor fans also have rgb lighting that can be turned OFF.
I looked at the manual for your motherboard and it is useless; no details regarding rgb lighting. Asus manuals used to be very good with LOTS of info; now they are terrible.
