How long ago did you install the program from NeoPlanet? If less than 5 days, it might be possible to restore a previous registry. (Providing you don't have Win95)

Otherwise you need to tell us exactly what the file types are.

And, if you would, please kill the Caps so we can read your post a little easier.

my message reads "cannot find the file C:\WINDOWS\Desktop\yourwebpage.url[or one of its components]. make sure the path and filename are correct and that all required libraries are available. the web page is not real one. but you get the idea. to get the icon on my desktop i just go to file>send>to desktop on my browser. then i clik on the icon and the web page comes up but with the message too.

I'm not really sure why that's happening. Did you try what I suggested?

If you drag and drop a url from the address bar on to your desktop, can you then load the url by clicking the destop shortcut?

If you right click on the shortcut that is not loading properly, click "properties" and check the "target url", is it a valid one that can reached by pasting it into an address bar?

Ok, if "reset web settings" doesn't work for this, the instructions in the MS link below should. These desktop shortcuts with .url extensions are the "internet shortcuts" in Folder Options>File types.

Follow the instructions for recreating the file association:
