Toshiba Laptop wont open applications

My laptop boots up fine and then when i go to open applications, it doesnt open any. I open task manager and memory is at 100% but then goes down to 0-10. Then the computer just doesnt load any applications.

The laptop model is toshiba satellite c50 a 1dv.
I got it roughly 6 years ago and stopped using cause of this problem and after 2 years its still the same.

Does the computer have a recovery partition or a way to make a recovery DVD?
If so did you try to reinstall Windows?

If the Recovery partition is still usable, or you made a set of Recovery DVDs, you could "recover/reset to factory defaults" instead of reinstalling.
