Took too long to respond

Hello I am currently having a problem where I cannot reach any website. I get a "took too long to respond error." This happens on both chrome and Firefox on any website I attempt to connect to. What confuses me is that I am able to successfully ping Google.com from command prompt but am unable to reach it from a web browser. Any time I try to connect to a site it loads for a very long time with a message in the lower left saying "waiting for Google.com" before it eventually says it cannot be reached. I am running Windows 8 on a laptop. This problem started yesterday seemingly for no reason.

Lets start by trying the following and let us know.

Test using incognito mode. If it works better this way, then it may be related to one of your extensions.

Also try using Microsoft Edge or IE and see if you experience the same issues

Also Disable your Anti-virus while checking. What AV software are you using?

I ended up restarting the computer and it just worked. Not sure what was wrong but I'll comment again if it acts up again.
