All the workstations on the network have the wrong time (as they did not update to summertime). If you manually change them, they go back to the wrong time. I am thinking it is syncing with the server...however, the server clock is correct. Is there another serviec on the server which distributes the time to the workstations? and if so, is it possible to change the time to the correct time?

Cheers,

Yes the workstations will sync with server providing that the workstaions must log into the server in order to startup .. but if that is not working try this .. double click on your time and if XP you will have Internet time on the top tabs .. there should be a server listed there like time.windows.com hit update .. take a few seconds to sync then try this on all the workstations.
Hope this helps
