Hey, the institute has been a problem with my desktop computer. I only know, but my mother said, Tonight's lasted for several weeks. I have moved this to Security. As I have understood your post:

Your CPU usage gets maxed out at 100% whether or not you open a program. Also, that you have tried a system restore and that did not resolve the issue.
