task manager in not accessible

i am unable to access my task bar, neither by ctrl+alt+del nor right cllick on the task bar and not also from the run command . please help me out.

log in as administrator
go to Start, Run, type "gpedit.msc" without the quotation marks
look under User Configuration, Administration Templates, system,
Ctrl-Alt-Del Options
click Remove Task Manager
disable it, and you should have task manager back.
