Stuck in the restarting loop

Hello, when I first started up my pc (windows 10) I selected the language, the keyboard and then when I got to the wifi part I didn’t have an adapter yet so I turned it off. When I came back and started it again I got stuck in a loop of restarting. And when I try go to the command prompt, there’s the defaultuser0 account and I’m unable to go any further. I’ve tried many different approaches and none seem to work. Even going into safe mode won’t work or any of those options.

You need to first enter Safe Mode. Next, go into Safe Mode and restore Windows 10 to factory settings. When you get to the Wifi part, keep the Wifi adapter on even though you do not have one. Let us know how the outcome was. You should be permitted to boot Windows without getting into a restarting loop.
