In the root directory there is a file named (System
Volume Information), in which access is denied.I took ownership and found 3 Files one of which is
( RESTORE {O5B7COB9-18BF-499****************}.What
is this file and what/how is it's functionality ?

That's your system restore, you shouldn't mess with it...
