You probably have Intel Step Speed or EIST enabled in the BIOS that lowers the CPU clock to use less Energy. Both of those can be turned off in the BIOS. Then the CPU is throttled according to the need. SO its likely 2.8Ghz for the min and 3.2Ghz for high.
