So I opened up my computer and after it is done booting up I see a black screen. I try right clicking and I can not do that. I try to go to task and it works typed in explorer.exe . That does not work. What should I do since I have important files on it. Thanks

The windows logo and under it is a bar thing that goes across and keeps doing that so you know it is loading and then once it passes it I get the black screen. I am able to move mouse around.

System Restore does not touch personal files. It rolls your windows systems files back to a previous date.
So back screen with
Normal Mode
Safe Mode
VGA mode.
All do the same thing.
Do you have a spare video card?

If I understand you correctly, you have the ability to boot to a black screen and call up the Task Manager. If that be true and IF you had System Restore enabled when this fault occurred, you can run System Restore from the Task Manager > File > Run > New task".

Type %systemroot%\system32\restore\rstrui.exe in for the command and follow the direction given on screen.
