So I can enable DMA on my CDRW, I disabled SB16 DOS Emulation in the Device Manager. When I did this and rebooted my 3 Com US Robotics 56k Voice Int PnP modems IRQ changed form IRQ3 to 7 and Com2 went to Com3 and the modem will not work. I removed the modem in the device manager and let windows refind it. But it will still not work.
If I enable SB16 dos emulation, everything goes back normal, including not to be able to tick the DMA on the CDRW.

The modem is in a ISA slot.

What do I need to do?

Bump!
I sure need some modem help!
It's there and works but when the com port and IRQ changes, windows don't see it.

If you arent using the onboard com2, I would disable that in the bios, that should give you another irq. To keep the modem from using irq 7, try going into pnp setup in the bios and reserving irq 7 for a legacy device, that should block the modem from using it

[SOLVED]
Thanks swwelsh, I have gotten it fixed and I did not have to disable SB16 DOS Emulation.

In the BIOS, PNP/PCI Configurations>Resources Controlled By changed the default from Auto to Manual.
Then in IRQ Resources>IRQ 3 changed from PCI/ISA to Legacy ISA. Also disabled the Serial Ports to help free up DMA resources.

Thanks again for your responce, and help.
