Oh yeah ... any image editing / paint program would do the trick.
I use photoshop 6 (the price to upgrade to the newest version is way beyond my means so no need for anyone to tell me to jump to CS2), there's also paintshop pro. Those are 2 pretty full featured programs that you can o almost anything with. Some free alternatives I've heard are decent but never used are GIMP and Paint.NET. And of course if you are using a windows OS you already have MS Paint (although thats pretty basic in its functionality)
