Yes. You can also have them on the same drive in different partitions. You can even have them on the same partition, but that's not recommended.

Best to install Win2K first, then install XP.

One thing to remember. When you dual boot, the boot files ie ntdetect.com ntloader and bootini are on the primary or boot disk. If you remove the first drive, the second will not boot on its own unless the boot files are repaired.

Can I plug in the two hard drives if they are already loaded with win2000, xp and data?
If this was the machine they were installed on, then yes. If they were installed on a different machine/motherboard, then no. You can plug them in however you will most likely not be able to run any os that was installed on the drives.
