Sometimes, but not always, after booting up my desktop computer (using WinXP and Office 2003) when I click on the MS Outlook icon - it takes a very long time (minutes) for the program to actually activate. Any ideas about why - and solving tjhis problem?

It is probably your anti virus program if you have one. It will also take a long time if you are on dial up, have a vary large PST file or a very large email attachment on the mail server.

What is a PST file?
We are on a DSL connection
We have Norton AV - is there anything I can do to the Norton program to make it back-off from slowing down Outlook?

A pst file is where all of your emails are stored locally, probably something like Outlook.pst.
Norton is a resource hog and sets up a proxy for mail to be delivered to prior to them going to your inbox. Aside from uninstalling Norton there is no way to speed it up.
