Skype always on in Win8 - Security?

A friend is running Skype on her Windows 8 laptop. She tells me Skype for Windows 8 does not allow her to turn off Skype. Per my reading on Skype, this was implemented so you could receive calls at any time. Skype apparently goes around Windows firewall in some way while still protecting the user.

I know zilch about Skype. Her question to me: "With Skype always on, is it safe to use her internet connection securely, e.g. banking?

is you friend using 8 or 8.1 - slype has now updated to log out

She is using Windows 8. I read the article you attached. It said that you can log out of Skype with the app for 8.1, but by doing so, you limit your Windows capabilities because of the way Skype integrates itself into Windows. Since her use of Skype is on her laptop and not a smart phone, I don't think she would want to put any limits on the functions of her laptop use.
