I want to give Google a sitemap.
And I have to upload a sitemap HTML page.

How do I do this? Google isn't helping much.

Google won't take HTML site maps, they take XML site maps. Give me the URL to your site and I'll gladly create you a XML site map

Well, my URL is http://theuntold.555mb.net/. Yet the page represented here is not my front page. http://theuntold.555mb.net/WTM.html That would be my front page.
Do I need to use my index.html for my front page?

That's not a problem. Here is your HTML sitemap, and your XML sitemap. The XML is what should be submitted to google, and the HTML file is just a user friendly file, feel free to use that on your site if you like.

I just ask that you please download these to your own server, because I probably will delete these files in a few days.
