unable to shutdown with either windows shutdown or alt-ctrl-delete. please advise

What is shown in Task Manager that is running if anything?

all apps are closed

Check in Control Panel under power Management and click the Advanced tab and if you see option when you press the power button that has a drop-down menu choose Power OFF...click OK then try.
